Chiller cooling towers chemical water treatment service at the Brenham State Supported Living Center

The Texas Health and Human Services Commission is soliciting competitive bids under IFB No. HHS0017622 to establish a contract for chemical water treatment services for chiller cooling towers at the Brenham State Supported Living Center. The scope of work requires monthly service inspections of three cooling towers and one closed loop at Building 532, as well as one closed loop at Building 523. These inspections include testing water samples, making adjustments, changing filters, and adding chemicals. The contractor is responsible for providing all labor, delivery, and chemicals, and must submit monthly reports of findings to the AC Boiler Operator. Performance is expected Monday through Friday from 8 a.m. to 5 p.m., with a requirement to respond to standard service calls within four hours and emergency requests within one hour. Award decisions will be based on the best value to the state, considering price, compliance with requirements, and the bidder's ability to meet performance delivery standards. Past performance and financial solvency will also be evaluated. Selected contractors must comply with strict personnel requirements, including comprehensive Texas Department of Public Safety criminal and sex offender background checks for all staff. Additionally, the contractor must maintain specific insurance coverage, including workers compensation with a waiver of subrogation in favor of the commission. Payments will be processed monthly in accordance with the Texas Prompt Payment Act, requiring a valid Texas Identification Number for disbursement.
