Chiller Maintenance

The Department of Homeland Security, through FEMA, intends to award a sole source contract to Johnson Controls for the preventive and remedial maintenance of four government-owned YORK chillers at the Mount Weather Emergency Operations Center in Virginia. The period of performance is scheduled from September 10, 2026, to September 9, 2027. This procurement is conducted under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), as only one responsible source can satisfy the agency requirements. The requirement falls under NAICS code 811310. The scope of work requires at least one scheduled preventive maintenance visit per month and 24/7 telephone availability for remedial services, with a four-hour response time during normal business hours and a maximum 24-hour response for after-hours calls. All services must adhere to Original Equipment Manufacturer specifications using new OEM parts.
