Clearing & Grubbing Well Sites 20-23 and Mumford Road Right of Way

The City of Bryan Engineering Department is soliciting sealed bids under RFB 25-022 for clearing and grubbing services at four well sites (20-23) and along the Mumford Road Right of Way. The project encompasses approximately 9.28 total acres, consisting of 5.78 acres across the well sites and 4.5 acres along the road right-of-way. The scope of work includes the removal of vegetation, stumps, debris, and obstructions, while ensuring the protection of existing utilities, designated landscaping, and stormwater systems. All work must adhere to City of Bryan and TxDOT Standard Specifications, as well as applicable federal, state, and local codes. Bids are due by March 4, 2025, at 2:30 PM CST, with a public opening conducted via Zoom. The contract will be awarded based on best value, evaluating factors such as purchase price, bidder reputation, quality of services, and financial condition. Required submittals include a work plan, organizational chart, and a Stormwater Pollution Prevention Plan. Depending on the final contract value, payment and performance bonds may be required for amounts exceeding 50,000 dollars and 100,000 dollars, respectively. Contractors must also comply with specific Texas Government Code disclosures regarding interested parties and foreign business restrictions, as well as basic safeguarding requirements for information systems per FAR 52.204-21(b).
