Cider Mill Pump Station Force Main Replacement

The Town of Glastonbury is soliciting bids for the replacement of approximately 1,000 linear feet of existing 4-inch cast iron force main on Cider Mill Road with a new 4-inch HDPE SDR11 thermal butt-fused force main, installed at a minimum depth of four feet. The scope includes connecting the new HDPE line to the existing ductile iron pipe from the 2019 Cider Mill Pump Station Project and reusing the current 4-inch penetration at the Westledge Road sanitary sewer manhole, while abandoning the old cast iron line in place after cutting, capping, and plugging. Additional work involves furnishing, installing, and maintaining a temporary sanitary sewer bypass, as well as performing both temporary and permanent pavement restoration totaling 475 and 710 square yards respectively. The project also requires the installation of a single reinforced concrete anchor block conforming to PCC03540 specifications, using a minimum of 3,500 PSI concrete and four #5 straight non-epoxy coated rebar bars, equipped with flex restraints rated for at least 8,000 pounds of force. All trenching, backfilling, compaction, removal of unsuitable material, storm drainage, and dewatering activities are included, with strict adherence to Form 819 standards and Connecticut prevailing wage laws. All bids must be submitted electronically through the BonfireHub portal by the deadline of July 1, 2026, as a single consolidated PDF with required documentation including a bid bond of at least 10% of the base bid, a disclosure of past and pending litigation, a qualifications statement, certifications for compliance with the Town Ordinance on waste disposal, an acknowledgment of the Town’s Code of Ethics, and proof of addenda review. The successful bidder must provide performance and labor and material payment bonds equal to 100% of the contract price and carry commercial general liability and automobile liability insurance naming the Town of Glastonbury and its agents as additional insured on a primary and non-contributory basis, with carriers rated no less than A-VIII by Best’s. The work must be completed within 30 days from commencement, which is scheduled by mutual agreement with the Engineer after the Notice to Proceed is issued within five business days of award.
