The solicitation requires strict adherence to packaging, marking, and preservation standards, including compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking and labeling. Special attention is given to electrostatic discharge (ESD) and electromagnetic interference (EMI) protection, mandating the use of MIL-PRF-81705-qualified barrier materials sourced from qualified manufacturers and handled in protective workstations to prevent damage to sensitive contacts, leads, or terminals. Cushioning and container design must prevent physical damage to component pins or leads. Unique item identification is explicitly not required. Shipping containers and pallets must be properly barcoded per MIL-STD-129 requirements. This fixed-period delivery contract incorporates numerous federal and defense acquisition regulations, including FAR and DFARS clauses covering equal opportunity, combating trafficking, hazardous materials identification, cyber and information security, and subcontract management. Cybersecurity compliance with NIST SP 800-171 is mandatory, with offerors required to have current Supplier Performance Risk System (SPRS) assessments to qualify. The contractor is responsible for destination inspection and acceptance, adhering to quality standards such as MIL-STD-1916 and SAE AS9003. Payment is processed through the Wide Area WorkFlow (WAWF) system, and proposals must be submitted electronically via the DLA internet bid portal by May 18, 2026. The contract also emphasizes the management of configuration changes, hazardous material handling, proper hazardous and ESD/EMI labeling, and submission of technical packaging data if the preservation specification does not adequately address ESD/EMI protection. The contract type is not fixed in the solicitation and may be determined by the contracting officer, while price and cost data are not disclosed in the solicitation document.
