The United States Coast Guard Surface Forces Logistics Center is seeking quotations for ten units of a specific circuit card assembly, manufactured by Rolls-Royce Solutions GmbH, designated as part number 5295304912. These circuit cards are intended for use on the 154 WPC vessels and must be individually packaged in electrostatic discharge protective material conforming to MIL-PRF-81705E, Type III, then placed in a fast pack container compliant with PPP-B-1672E, Type II, Style D. Proper marking in accordance with MIL-STD-129R and barcoding per ISO/IEC-16388-2007, Code 39, are required. Delivery is FOB destination to the Coast Guard’s Baltimore warehouse, and substitute parts are not acceptable. The procurement is anticipated to be a sole-source, non-competitive award to Rolls-Royce or its authorized distributors, as only they are believed capable of providing genuine OEM parts. The solicitation emphasizes that the award will be made on a lowest-price, technically acceptable basis under simplified acquisition procedures, with a firm fixed-price contract. Interested vendors must submit their quotations by December 11, 2024, at 9:00 AM Eastern Standard Time, including proof of authorization from the OEM, such as a letter verifying authorized distribution and OEM supply of genuine parts. Vendors must also be registered in SAM, have a valid DUNS number, and include their Tax Identification Number. The solicitation incorporates various FAR clauses related to representations, certifications, and compliance requirements, including those concerning foreign ownership, labor standards, and foreign purchases. This combined synopsis/solicitation is the sole opportunity for interested parties to submit proposals, and the government reserves the right to award without discussions to the responsible offeror whose submission best meets the technical and price criteria.
