Circuit Card Replacement

This notice serves as a pre-solicitation notice / procurement synopsis for the High Speed Anti-Radiation (HARM) Targeting System (HTS) A8 Input/Output (I/O) Circuit Card Assembly (CCA) Replacement. The Armament Directorate (AFLCMC/EB), Lethal SEAD/DEAD Branch (EBAS) intends to award a sole source contract to Raytheon Company, Missile Systems, 1151 E. Hermans Road, Tucson, AZ 85706-9367. The purpose of this effort is to provide a form, fit, function replacement of the A8 I/O CCA due to obsolescence of multiple components on the current assembly. The current configuration of the I/O CCA includes the A8/A1 CCA and the A2 CCA, a legacy component which dates back before the HTS R7 SDD timeframe - prior to 2000. This notice covers all CLINs under the proposed contract. The anticipated contract type for this effort is Cost-Plus Fixed Fee (CPFF). The contract award is planned in Jul 2017 with a 36 month performance period. The estimated value of this contract is $4.2M. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. Conduct and document requirements analysis in support of board redesign that will meet the current assembly and system Test Requirements Document (TRD). Generate CCA-level Item Specification, update TRD and update Interface Requirement Specification, as necessary. The work will include requirements analysis, trade studies leading to component selection, CCA fabrication, CCA qualification, drawing updates, factory assembly instruction updates, and program planning for implementation of a qualified design that maintains or improves reliability. Negotiations are expected to begin early-Jun 2017. The NAICS Code/Size Standard is 334418/$20M.
