City Hall Reroof Project

The City of Porterville is soliciting sealed bids for Project No. 89-9486-88 (Bid #26/27 – CP1921), which involves the installation of a Title-24 compliant TPO roofing system and the replacement of eight skylights at City Hall, located at 291 N Main Street, Porterville, California. The scope of work includes a complete tear-off of the existing SPF roofing system down to the structural deck, inspection and replacement of compromised decking, and the installation of polyisocyanurate rigid foam insulation boards (minimum 2.0 inches thick). The base bid requires a minimum 60-mil thick white TPO reinforced membrane with a 20-year warranty, reinforced TPO flashing for all penetrations and parapet walls, and heavy-duty textured TPO walkway pads in high-traffic areas. An additive alternate is available for an 80-mil thickness membrane with a 30-year warranty. The contract will be awarded to the lowest responsive and responsible bidder. Eligible bidders must hold a valid California Class C-39 Roofing Contractor license and register with the California Department of Industrial Relations. Proposals must be submitted under sealed cover to the Purchasing Agent by 2:30 pm on September 28, 2026, and must include a bid security of 10 percent of the bid amount. The successful contractor is required to provide performance and labor and materials bonds each totaling 100 percent of the contract amount and must adhere to state prevailing wage rates and affirmative action requirements. Work is subject to the supervision of the City Engineer, and the contractor must provide a construction schedule within 10 working days of contract approval. Final payment is issued at 100 percent upon City Council acceptance of the final invoice, with no retainage held from progress payments.
