The City of Calgary is seeking qualified proponents to supply and deliver specialized water distribution flow and pressure monitoring equipment across four distinct categories: Pressure Reducing Valve monitoring packages, dry barrel hydrant pressure loggers with leak detection, dry barrel hydrant pressure loggers without leak detection, and transient-capable pressure loggers designed for wet barrel installation. Up to four proponents will be selected, and bidders may submit proposals for one or more categories, clearly indicating which categories they are targeting on the front page of their submission. Each category will be evaluated and awarded independently, with proposals judged on their ability to meet the City’s technical and operational requirements for reliable water system monitoring. For Categories 1, 2, and 3, the initial procurement will trigger a Proof of Concept phase to verify that the equipment performs adequately under real-world conditions within the City’s water distribution network. Category 4 equipment will be procured as a single purchase, with a demonstration component mandatory as part of the evaluation process to validate its transient monitoring capabilities. The solicitation, issued under AB-2026-03255, has a deadline for responses on June 11, 2026, and is being managed by the City of Calgary with Deji Orungbemi as the primary point of contact. This initiative aims to enhance the City’s ability to monitor water pressure and detect anomalies efficiently across its distribution infrastructure.

The City is seeking proposals from qualified Proponents with the ability and capacity to supply and deliver several categories of water distribution flow and pressure monitoring equipment. The City is interested in purchasing the following categories of equipment: • Category 1 – Pressure Reducing Valve (PRV) monitoring packages, • Category 2 – Dry barrel hydrant pressure loggers with leak detection capabilities, • Category 3 – Dry barrel hydrant pressure loggers without leak detection capabilities, and • Category 4 – Pressure loggers capable of transient monitoring suitable for wet barrel installation. The City is selecting up to four (4) Proponents. If Proponents choose to bid on supplying more than one equipment category, their Proposal should clearly identify the equipment category/categories that they are bidding for on the front page. Proposals for each equipment category will be evaluated and awarded separately. Initial purchase of equipment of Categories 1, 2, and 3 will enter into Proof of Concept (PoC) phase to ensure that the equipment meets the minimum performance criteria required for flow or pressure monitoring within The City’s water distribution system. The equipment of Category 4 will be a one-time purchase, and a demonstration will be required as part of the evaluation.
