The City is seeking engineering consulting services to determine solutions for increasing volatile fatty acid production at Bonnybrook Wastewater Treatment Plant (BBWWTP); assess the existing fermenter and primary sludge gravity thickener capacity and performance; and, design upgrades and/or expansion to those processes to improve Enhanced Biological Phosphorus Removal (EBPR), reduce alum dosing in secondary treatment, and lower dissolved reactive phosphorus concentrations in the effluent. The successful completion of this assignment will require technical expertise in municipal wastewater treatment systems including, but not limited to, understanding a broad-range of wastewater treatment technologies, condition assessment, process optimization/retrofit, design, operation, maintenance, sustainability, applicable provincial and federal regulations, methods of estimating capital, operating, and maintenance costs, and multi-criteria decision analysis. This project anticipates the following Phases: • Phase 1 Feasibility and Conceptual Design • Phase 2 Detailed Design • Phase 3 Construction and Post-Construction Services Unless otherwise stated in the Agreement Letter, the award under this RFP will be for Phase 1 of the Requirements, subject to approval by The City after each Phase.
