The City is seeking proposals from qualified consulting firms with the ability and capacity to provide multi-disciplinary consulting services for the Water Quality Improvement Initiative. This planning-level assignment will support The City in improving its approach to chlorine residual management and overall water quality across the potable water system. The successful proponent(s) will assist The City by reviewing industry best practices, developing and validating a system-wide water quality model, and assessing current system performance to identify potential improvement options. The work will provide a structured, defensible basis for evaluating alternatives and supporting future operational and capital planning decisions. This assignment is focused on assessment, modelling, and decision support only and does not include detailed design, construction, or implementation. Note: Proponents may respond to one or both of the following work packages: • Work Package A: o Tasks 1 (Conduct jurisdictional review and establish state of practice for chlorine residual management), o Task 2 (Establish and refine a structured chlorine residual monitoring standard and management framework); and o Task 4 (Assess City of Calgary chlorine residual performance and identify improvement alternatives). • Work Package B: o Task 3: Chlorine Residual Water Quality Model Development Each work package above will be evaluated independently based on its respective evaluation criteria, as outlined in Appendix C-Evaluation. Proponents should clearly label the work package being responded to in their proposal(s). Contract award will also be determined independently for each Work Package. The highest ranked proponent for each Work Package may be awarded that Work Package. As a result, one proponent may be awarded both Work Packages, or different proponents may be awarded Work Package A and Work Package B. Proponents submitting proposals for both Work Packages must clearly identify and label their submissions accordingly.
