The City of Crystal Lake has established a Property Owner Initiated Lead Service Line Replacement Program, approved by the City Council on June 18, 2024, to address lead service line removal and ensure compliance with environmental standards. Funding for this initiative is available during the remainder of Fiscal Year 2024, covering approximately 30 property owner-initiated replacements, with a broader goal of replacing about 120 lead services annually by 2027 to meet the Illinois Environmental Protection Agency’s deadline of 2044. Residents can access detailed information and application forms through the city's dedicated webpage, which also offers resources on drinking water safety and lead-related concerns. In response to community requests, the City provides a list of qualified contractors experienced in lead service line work, although it cannot endorse specific private contractors for development projects. Contractors interested in being included on this list are encouraged to review the program details online and submit their contact information via email to [email hidden] after familiarizing themselves with the program requirements. The solicitation for related work has a contract value estimated between $300,000 and $600,000, with a response deadline of July 2, 2024. The primary contact for this program is Matt Farmer, reachable by email or phone, and additional project details can be accessed through the provided online link.

The City Council approved the Property Owner Initiated Lead Service Line Replacement Program policy on June 18, 2024. Funding is available in Fiscal Year 2024 (May 1, 2024 to December 31, 2024) for approximately 30 property owner initiated lead service line replacements. By the year 2027, the City will need to replace about 120 lead services a year to keep pace with the IEPA requirement to have all lead services out of the system by the year 2044. Visit https://bit.ly/leadserviceCL to navigate to the City of Crystal Lake web page that provides information on drinking water and lead. Located on this page is a link to the Property Owner Initiated Lead Service Line Replacement Reimbursement Program application.
A recurring request from residents is for the City to provide a recommended list of contractors for the resident to review. While the City cannot recommend contractors for private development, we can provide a list of contractors who perform this type of work and who understand the steps of the Program. If you are interested in being included on the contractor list, please review the website listed above and application packet. Once you are familiar with the Program, please send an email to contact@example.gov notifying the City of your interest. Please include the contact information for your buisness.
