City of Holladay- Security Systems

The City of Holladay is soliciting proposals for the design, procurement, installation, configuration, testing, training, and support of modernized security systems for Holladay City Hall and the Holladay Justice Court. The project focuses on implementing a unified, cost-effective platform for high-definition IP-based video surveillance and electronic access control systems, including credential-based access and emergency lockdown capabilities. This work is part of a larger City Hall remodel and must adhere to ADA compliance and specific basis-of-design models. An optional pre-proposal meeting will be held on October 26, 2026, and all written questions must be submitted by October 28, 2026. The selection process involves a committee that will shortlist candidates based on written proposals, potentially conduct interviews, and then negotiate a service agreement with the first-ranked proposer. The contract requires strict adherence to federal and state employment laws, including the Civil Rights Act and the Americans with Disabilities Act, as well as ongoing confidentiality obligations. Payment will be made within 30 days of receiving a correct invoice, with disbursements tied to the written acceptance of work milestones by the City's Project Manager. The City maintains the right to terminate the agreement for convenience or for cause, provided a 10-day notice is given to correct violations.
