City of Palo Alto Parking Structures at 375 Hamilton Avenue (aka Downtown Parking Garage)

The proposed project would involve construction of a six-story public parking garage at 375 Hamilton Avenue in downtown Palo Alto. The project would replace the existing city-owned surface parking lot with a public parking structure containing approximately 265 parking stalls, including accessible parking spaces and electric vehicle charging infrastructure. The project would also include bicycle parking, utility relocation, sidewalk and pedestrian improvements along Hamilton Avenue and Waverley Street, landscaping, stormwater treatment features, and a publicly accessible plaza at the corner of Hamilton Avenue and Waverley Street. The parking structure would be designed to accommodate future photovoltaic panels above the uppermost parking level. In accordance with CEQA, the City of Palo Alto prepared an Addendum to the previously certified 2019 Environmental Impact Report for the Parking Structure at 375 Hamilton Avenue. The Addendum determined that the revised project would not result in new significant environmental effects or a substantial increase in the severity of previously identified significant effects, and that none of the conditions requiring preparation of a subsequent or supplemental EIR under CEQA Guidelines Sections 15162 or 15163 have occurred. Therefore, the previously certified 2019 EIR remains adequate for the project, and an Addendum is the appropriate CEQA documentation pursuant to CEQA Guidelines Section 15164.
