City of Roseville Aquifer Storage and Recovery Program Draft Supplemental EIR

The City of Roseville is advancing the Aquifer Storage and Recovery Program to enhance water supply reliability by storing excess treated surface water in the local groundwater aquifer during periods of surplus and retrieving it during high demand or drought conditions. This capital improvement initiative supports sustainable groundwater management, operational flexibility, and regional conjunctive use objectives by leveraging existing aquifer resources as a natural reservoir. The program relies on specially engineered injection wells to recharge the aquifer and recovery wells to extract stored water as needed, ensuring a more resilient municipal water supply. A Draft Supplemental Environmental Impact Report is being prepared to evaluate the project’s environmental impacts, with the document posted on November 6, 2025. The project is located in Roseville, California, and is being managed by the City with oversight from state environmental agencies.
