Invitation to Bid City of Vancouver – Public Works Operations Campus: Bid Package(s):BP-01 – Superstructure Underground Electrical Excavation Sealed bids will be received by EC Electric for construction subcontracts to the EC/CM Contract between EC Electric and Skanska U.S.A. Building, Inc. for the above listed Scopes of Work. Deliver sealed bids to: City of Vancouver City Hall 415 W 6th St. Vancouver, WA 98660 Attention: Shawn Leonard – PM / EC Electric Bids may also be mailed to the address below and must arrive prior to the bid date and time: Attn: EC Electric City of Vancouver Procurement Department P.O. Box 1995, Vancouver, WA 98668-1995 Sealed Bids may also be submitted through Building Connected. Bid Dates and Times are as stated below: BID PACKAGES DUE DATES BP-01 – Superstructure Underground Electrical Excavation – Due no later than 11:00 AM on 9/10/2026 Bids will then be publicly opened and read aloud five minutes after the bid due time. Bids received after the dates and times stated above WILL NOT receive consideration. PRE-BID CONFERENCES A non-mandatory, though highly encouraged pre-bid conference will be held on site (Address Below) for BP-01. Pre-Bid Meeting will start at 1:00 pm on September 2nd, 2026. Questions that develop during the bid period must be submitted in writing and or emailed to EC Electric to Shawn.Leonard@ecpowerslife.com. All questions and answers will be published via addenda during the bid period. Questions must be received by 5:00 pm on September 3rd, 2026. DO NOT present questions directly to the Architect/Engineer. BUSINESS EQUITY (SUBJECT TO CHANGE): The project is committed to providing opportunity for participation in contracting local, small, and diverse business entities. Project goals are based on firms certified with the Office of Minority and Women Business Enterprises (OMWBE) Participation may be either on a direct contract basis or as a sub-tier trade partner or supplier. EC Electric reserves the right to reject any or all bids and to waive any non-material informalities or irregularities in the bids received. A bidder may withdraw its proposal by submitting a written request before the bid opening time. EC Electric will return the proposal unopened after contract award.
