City Wide Pedestrian Enhancements

The City of Chico is soliciting bids for the City Wide Pedestrian Enhancements project, identified as Solicitation Number 50694, to install audible pedestrian detectors and accompanying equipment at various signalized intersections across the city. Funded through the State Highway Safety Improvement Program (HSIP), the project requires the contractor to furnish and install EDI model 2018ECLip conflict monitors in existing 332/336 traffic signal cabinets at 22 locations, along with city-supplied push button stations, signage, and central control units that meet NEMA 250 type 4X and UL94-V0 standards. These systems must include tactile vibrating arrows and audible signals, with firmware updatable via Bluetooth Low Energy using iOS, Android, or PC software. The work must be completed within 25 working days after the Notice to Proceed, with contract time commencing no later than 15 calendar days following issuance of the notice. Bids are due by July 16, 2026, and are evaluated solely on the lowest total bid price, with addenda considered at the city’s discretion. Contractors must be licensed as a Class A or equivalent, register with the California Department of Industrial Relations, and comply with federal and state prevailing wage requirements, including Davis-Bacon provisions, and submit weekly certified payrolls electronically. The project is subject to the Build America, Buy America Act, requiring domestic materials and manufactured goods, as well as nondiscrimination statutes under Title VI of the Civil Rights Act and 49 CFR Part 26, including Disadvantaged Business Enterprise participation tracking. Contractors are required to provide 100% performance and payment bonds, commercial general liability and automobile liability insurance with specified limits and A.M. Best ratings, and must adhere to strict inspection protocols where all materials require pre-approval by the Engineer and rejected items must be removed immediately. All work must comply with ADA and Section 504 accessibility requirements, and contractors must notify residents and businesses 72 hours before construction begins, submit pre-work notices, and deliver required certifications and documents, including noncollusion declarations and debarment certifications. Retention of five percent is withheld from each progress payment until final acceptance and lien expiration, with substitution of securities allowed under state law.
