The contract titled "Civil Engineering Design and Construction Administration Services for Paper Goods Pond Dam Repair" (Solicitation Number 2026-24) issued by the Connecticut Public Works agency addresses the urgent repair needs of the Paper Goods Pond Dam, which was assessed in 2025 to be in poor condition. This stone masonry arch dam, approximately 73 feet long and 30 feet high, with a crest width of 4 feet, features a broad crested spillway weir and several appurtenant structures including a 16-inch blowoff and upstream concrete training walls. The dam impounds the Mattabesset River in Berlin, CT, and is constructed into natural rock formations for its entire length. Given the dam's deteriorated condition, the contract seeks professional services to support both design and construction administration for the required repairs as outlined in the detailed inspection report. While the main focus is on the repair of the Paper Goods Pond Dam, related materials include a Job Order Contracting (JOC) solicitation for general construction services in Dorchester County issued in late 2025, which provides background on standard contracting practices applicable to small to medium repair and rehabilitation projects. This JOC framework highlights procedures for work ordering, pricing adjustments, contract terms, bonding, and administrative requirements, establishing a reference for managing construction tasks. The solicitation specifies response deadlines, designated points of contact for project management and procurement, and logistical details for proposal submission. Collectively, this contract aims to ensure the preservation of critical water infrastructure through well-managed engineering and construction oversight within the Connecticut jurisdiction.
