Civil Engineering Services: Utility Engineering

Leon County, Florida is seeking qualified firms to provide utility engineering services under Solicitation BC-2026-021-K, with the contract term beginning upon execution and extending through January 31, 2030, with an option to renew for up to two additional one-year periods automatically unless written notice of non-renewal is provided at least thirty days prior to expiration. Services are rendered on an as-needed basis for small projects, primarily managed by the Public Works Division of Engineering Services, though other county divisions and constitutional offices may also request services. The scope encompasses a broad range of utility-related engineering tasks including water, sewer, natural gas, communications, and electric system design, feasibility studies, service capacity reports, computer modeling, review of third-party design documents, expert witness testimony, and general staff support. Work is activated through a written request from the County Administrator or designee, specifying start and completion dates, with time being of the essence for all obligations. Payment is based on a unit pricing model detailed in Exhibit D, with approved hourly rates subject to adjustment according to changes in the U.S. Bureau of Labor Statistics CPI-U, and compensation for services is allocated across project phases: 15% for predesign/schematic design, 20% for design development, 40% for construction documents, 5% for procurement, and 20% for construction administration. Sub-consultant costs are billed at the invoiced amount plus 15%. Travel expenses are not reimbursable unless pre-approved under the County’s travel policy. Contractors must hold active Florida licensure and comply with numerous statutory and regulatory requirements including certification under Section 287.133, Florida Statutes, regarding public entity crimes; adherence to Section 448.095, Florida Statutes, for employment eligibility; and compliance with the Drug-Free Workplace Act. Insurance requirements include general liability with a general aggregate limit twice the occurrence limit, automobile liability of $1,000,000 combined single limit, workers’ compensation meeting statutory limits, and professional liability insurance with a minimum of $1,000,000 per occurrence, including four-year tail coverage submitted with final payment.
