This is not a solicitation/request for proposal. The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. The subject requirement is for the acquisition of NSN 2530015911753, An Indefinite Quantity Long Term Contract with a base period of three years and two option years is anticipated. Multiple delivery orders may be written against the basic contract for a maximum of five years. Solicitation will be issued as - This solicitation is 100% set-aside for small business after exclusion of sources. NAICS CODE 336390, Solicitation will be issued using FAR Part 15 procedures unless proof of commerciality can be provided. NSNs are now part of the First Destination Transportation (FDT) program, which is Government, arranged commercial transportation will be used in lieu of supplier provided transportation. Suppliers will register with DLA's Vendor Shipment Module (VSM). When ready to ship, supplier will request a pick-up in VSM. Pick-ups are generally made within 48 business hours of the request by commercial carrier. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
