This contract is a Total Small Business Set-Aside solicitation under SPE7M1-26-U-4412 for the procurement of 3,817 clamp, loop components, classified as a commercial item, with a maximum contract value of $350,000 under an indefinite-delivery contract with a guaranteed minimum order of 572 units. Delivery is scheduled within 116 days after the delivery order is issued, and performance will occur at multiple locations as directed by individual orders, with FOB origin terms requiring offerors to include transportation costs to a contiguous U.S. delivery point. The item is defined by a military or consensus non-government part standard, and only hardware manufactured to the current revision of that standard is acceptable, though previously manufactured units built to prior revisions remain eligible. Strict environmental and material prohibitions apply: Class I ozone-depleting chemicals are banned outright, and mercury or mercury-containing compounds are prohibited except in exempted functional applications such as batteries, fluorescent lights, instruments, sensors, weapon systems, and specified chemical reagents, with portable mercury-containing devices requiring shock-proof construction and secondary containment per NAVSEA 5100-003D. Packaging must adhere to MIL-STD-2073-1E with preservative method 10 and no preservation material unless specified, while marking and labeling must comply with MIL-STD-129 and MIL-STD-130N for government identification, barcoding, and compliance with hazardous material labeling per 29 CFR 1910.1200. Sampling for quality assurance follows MIL-STD-1916 or ASQ H1331, Table 1, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively, and unspecified attributes are treated as major. Inspection and acceptance occur at the destination point, with delivery and payment processed through WAWF using electronic invoicing methods. The contract incorporates a suite of FAR and DFARS clauses addressing cybersecurity, safeguarding covered defense information, subcontracts, whistleblower protections, compensation restrictions for former DoD officials, export controls, and prohibition of hexavalent chromium and covered defense telecommunications equipment. Offerors must disclose their UEI and CAGE codes and affirm their small business status, with eligibility for HUBZone price preferences. No formal evaluation factors are specified, suggesting the award
