CLAREMONT UNIFIED SCHOOL DISTRICT hereinafter the District is seeking to contract with a Company hereinafter Proposer to assist the District in providing internal connections material/hardware and or services for locations described in the Scope of Work of the RFP. For a complete description of equipment and services requested please refer to District issued RFP at https://www.cusd.claremont.edu/page/rfp-rfq-and-bid-documents and also the USAC EPC website https://portal.usac.org/suite/. Any addendum will be posted & available on the District website as well as the EPC website. Please Follow the Form 470 #260015505 to receive all EPC updates pertaining to the Form 470. Job Walk: The District will conduct a MANDATORY JOB WALK on Tuesday, February 10, 2026, beginning at 2:30 PM. Bidders are to meet in the front office at Claremont High School located at 1601 N. Indian Hill Blvd. Claremont, CA 91711 for the Job Walk. If the Job Walk is mandatory, the Bid Proposal submitted by a Bidder whose representative(s) did not attend the entirety of the Mandatory Job Walk will be rejected by the District as being non-responsive. Bidders will be required to sign in and sign out of a mandatory Job Walk. Pre-Bid Inquiries: Bidders may submit pre-bid inquiries or clarification requests. Bidders are solely and exclusively responsible for submitting such inquiries or clarification requests no later than 10:00 a.m. PST on February 17, 2026. The District will not respond to any bidder inquiries or clarification requests, unless such inquiries or clarification requests are submitted timely to: Kara Evans at kaevans@cusd.claremont.edu. Answers to Pre-Bid inquires will be posted on District website as well as USACs EPC portal on February 20, 2026. The scope of work may include but is not limited to removal of existing eligible cabling; installation of new copper and fiber cabling; termination, labeling, testing, and certification of all installed cabling; installation of patch panels and related passive components; and installation of pathway, conduit, and support infrastructure as necessary to support eligible cabling. Work may occur in MDFs, IDFs, classrooms, and other instructional spaces. Exact quantities, locations, and technical specifications will be provided in a detailed scope of work and/or during a job walk, if conducted. All work must be completed in accordance with applicable local, state, and federal codes and standards and must be completed within the applicable E-Rate funding year. Price of eligible products and services will be the primary factor in bid evaluation in accordance with FCC and USAC rules. All responsive proposals will be reviewed and evaluated by the District in order to determine which proposer best meets the Districts needs for this project. The criteria by which the District shall evaluate proposals are set forth in the RFP NOTE: Quantities and cable footage are estimated and may be refined based on site conditions and job walk findings. Vendors should bid based on the scope described, and final quantities will be determined at award and during project execution. The district reserves the right to reject any or all bids and to waive informalities. Proposal Instructions: The primary point of contact for this RFP is Kara Evans, Director of Educational Technology and Innovation. Proposals in response to this RFP are due by 10:00:00 AM (Pacific Time) on March 20, 2026, at the Districts Educational Technology Department. The Claremont Unified School District Purchasing Department is located at 170 W. San Jose Avenue, Claremont, CA 91711. Respondents submitting a proposal shall submit a signed original plus 1 copy and a digital copy (on a thumb drive) of said proposal in a sealed envelope prominently marked with the following: Service Provider Name, Address, Phone number, as well as the RFP number. Proposals received later than the designated time and date will not be accepted. Facsimile (FAX) copies of the proposal will not be accepted. IMPORTANT: The proposed solution price must include a complete bill of materials, applicable sales tax, and applicable shipping. Please note that while the District is seeking a one-time capital investment in infrastructure, if a service provider's solution contains some elements of the service types ""Basic Maintenance of Internal Connections"" (BMIC) and/or ""Managed Internal Broadband Services"" (MIBS) as defined by the manufacturer and the approved Eligible Services list, the District will evaluate these proposals as long as they meet the RFP requirements. The District is not soliciting separate bids for BMIC or MIBS as stand-alone solutions.

State/local procurement requirements: PLEASE SEE RFP. Applicant may consider multi-year and/or contracts with voluntary extensions. Any voluntary contract extensions must be identified within the awarded contract and must be of a specified number and duration. Contracts with automatic or evergreen contract extension terms will not be considered. Applicant may consider contracts with flexible terms to allow for growth/reduction in services to accommodate an increase/decrease in the number of sites, users, and/or bandwidth. Service Providers submitting proposals in response to this FCC Form 470 must be in compliance with the rules and orders governed by the Federal Communications Commission. Failure to be in compliance and remain in compliance may result in the denial of discount funding, and/or cancellation of funding commitments and/or contracts, and/or could result in civil or criminal prosecution by law enforcement authorities. Service Providers submitting proposals must do so in good faith of compliance with the Lowest Corresponding Price (LCP) Rule (see 47 CFR Part 54 Section 54.500(f)). Service Providers submitting proposals must be in full compliance with USACs Free Services Advisory https://www.usac.org/e-rate/applicant-process/competitive-bidding/free-services-advisory/. Any offering of free services must be clearly identified in service providers bids. Service Provider invoicing to USAC must be completed within 120 days from the last day of service. Should the Service Provider fail to invoice USAC timely, Applicant will only be responsible for paying its non-discounted share. The Service Provider acknowledges that all pricing and technology infrastructure information in its contract shall be considered as public and non-confidential pursuant to CFR Part 54 Section 504 (2)(i)(ii).
