The contract awards Clarify EDI Automation Software license, maintenance, and support from Cleo Communications US, LLC to Federal Prison Industries under a sole-source justification due to the software’s exclusive licensing and the absence of viable alternative solutions. This electronic data interchange (EDI) system automates the secure, seamless exchange of orders between the General Services Administration and Federal Prison Industries by eliminating manual data entry, reducing errors, and ensuring uninterrupted operational efficiency. Any migration to another EDI platform would be prohibitively expensive and operationally disruptive, requiring extensive retraining of system administrators and additional vendor assistance for setup, making continued use of Clarify the only practical option. The contract has a one-year performance period from September 24, 2026, to September 23, 2027, with a total value of $44,906.40, funded by the Department of Justice’s Federal Prison Industries. The procurement was justified under FAR 12.102(a) due to urgency and the unique, proprietary nature of the software, with no competitive solicitation conducted. The place of performance is Washington, D.C., and the contracting officer is Michael Gibson, with no designated contracting officer’s representative or technical representative identified. No formal evaluation factors, inspection criteria, packaging requirements, or specific quality standards are specified, as the sole-source nature of the award relies entirely on Cleo’s exclusive ownership of the Clarify platform, which is the only vendor proven to meet all functional requirements. The contract does not include option periods, itemized line items, or detailed clauses, and no representations, certifications, or socioeconomic status information for the vendor are provided. All communications and submissions must be directed via email to the contracting officer, with no formal submission portal or deadline listed.

Full Description

Clarify EDI automation software streamlines the exchange of orders between GSA and FPI by using software to automatically handle tasks like sending, receiving, translating, and integrating data. This eliminates manual data entry, reduces errors, and improves overall efficiency.
FPI moving to another EDI automation solution would not be cost effective and extremely costly since training would need to be conducted for any System Administrator (SA) charged with implementing, troubleshooting or maintaining the EDI environment.
Also, additional funds would be required for another vendor to assist with setup of this system.
MISB eCommerce team has met with several vendors in the past and the majority of them unable meet all our requirements except for Cleo.

Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.
