The 87th Contracting Squadron intends to award a sole source contract to Trusted Systems, Inc., located at 2920 Dede Rd, Suite A, Finksburg, MD 21048, under the authority of RFO 6.103-1, Only One Responsible Source. The 87th Communications Squadron requires the procurement, delivery, and physical installation of one Class 5 Intrusion Prevention System (IPS) container and associated SIPRGuard accessories to provide secure housing and mass management of SIPRNet devices in Building 2320, Room 101, Joint Base MDL, NJ.


This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement at this time. Sources that believe they can meet this requirement are invited to submit a capability statement, including technical data and cost information, in sufficient detail and with convincing evidence to clearly demonstrate the capability to provide the required hardware, software, and installation services described below. Capability statements shall not exceed 5 (8.5 x 11inch) pages, using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government. A request for additional information, or a submission that only asks questions, will not be considered an affirmative response. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be used solely to determine whether to conduct a competitive procurement or to proceed with a sole source award.


The following is a statement of the contractor's unique qualifications and why the nature of this acquisition requires use of the authority cited above:


  • Trusted Systems, Inc. is the manufacturer and sole GSA-authorized source, per the applicable GSA Qualified Products List (QPL) and Direct Purchase Authority (DPA) No. 2026-08-2835, for the TSM621FWX-SC Class 5 IPS Container required under this acquisition. GSA-approved Class 5 security containers of this type may only be purchased from the manufacturer identified on the QPL for that specific model; no other source is authorized to sell or install this item. In addition, the required SIPRGuard gateway modules, manual control module, and associated TrustedCare maintenance plans are proprietary products designed, manufactured, and supported exclusively by Trusted Systems, Inc., and are not available from any other source. Based on market research, there is reasonable evidence that Trusted Systems, Inc. is the only responsible source capable of furnishing this equipment and its associated installation and maintenance without substantial duplication of cost to the Government that could not be expected to be recovered through competition, and without unacceptable delay in fulfilling the 87th Communications Squadron's requirement.

  • Description. The requirement is for the procurement, delivery, and physical installation of one (1) Trusted Systems, Inc. TSM621FWX-SC Class 5 IPS (Intrusion Prevention System) security container, together with associated internal components, cabling, power distribution units, and SIPRGuard gateway modules, to be installed within Building 2320, Room 101, Joint Base MDL, NJ. The container is a GSA-approved Class 5 security enclosure used to physically protect classified network devices (routers, switches, and hubs) on the SIPRNet in accordance with applicable DISA STIG physical protection requirements. Associated deliverables include an enlarged cable box, laptop slide trays, rack-mount power distribution units and cording, SIPRGuard dual KVME gateway and Ethernet gateway modules, a SIPRGuard manual control module with DM bypass, rack-mount shelving and cable management hardware, an integrated IPS drop box, keystone feed-through and coupler hardware, CAT6 patch cabling, HDMI and USB cabling, and three (3) years of TrustedCare maintenance coverage for the gateway and manual control modules. The scope also includes system-level configuration of the SIPRGuard baseline, functional testing, and support for Government user acceptance testing. The scope excludes logical configuration of network switches or existing infrastructure beyond the direct physical installation of the procured equipment. The estimated period of performance is 180 days from contract award.


The Government will evaluate any capability statements received by the closing date below to confirm whether Trusted Systems, Inc. remains the only responsible source. If no responsive capability statement demonstrates that another source can meet the requirement, the Government intends to proceed with a sole source award to Trusted Systems, Inc. using simplified acquisition procedures under RFO Part 12. The anticipated award date is on or about 11 September 2026. IAW RFO 5.101, Table 5-2, this pre-solicitation notice will be posted for a minimum of 15 days. Responses are due by 1:00 PM Eastern Time, 10 September 2026.
