AI Contract Overview
The Federal Bureau of Prisons at Federal Correctional Institution Pekin, Illinois, issued a solicitation for Class B Water Testing Services under solicitation number 15B41126Q00000003, structured as a 100% small business set-aside under NAICS code 221310 with a $41 million size standard. This is an indefinite delivery/requirements contract with firm fixed unit prices, covering a base year of twelve monthly testing sessions and up to four additional option years, each with twelve sessions, plus a possible six-month extension for six additional sessions. The contract requires the provider to conduct monthly water sampling and testing in compliance with Illinois Environmental Protection Agency (IEPA) regulations, submit all required documentation, and report results to the Facilities Manager and IEPA. All personnel must undergo extensive background checks including NCIC, DOJ-99, fingerprinting, and urinalysis, complete a four-hour security orientation, and adhere to strict BOP security and confidentiality protocols, including annual privacy training and non-disclosure obligations. Award will be made using a lowest price technically acceptable (LPTA) methodology, where possession of a valid IEPA Class B Water Operator’s License is a mandatory screen-out factor—failure to provide proof of this license results in immediate disqualification. Among technically acceptable offers, price is the primary evaluation factor, followed by past performance as a secondary consideration, with no trade-offs allowed. Offerors must submit a completed SF-1449, a copy of the IEPA license, current liability insurance, and a completed Business Management Questionnaire via email to Hans Frei by the December 19, 2025 deadline; all submissions must originate from a current, active SAM.gov registration with a valid UEI and appropriate socioeconomic representations. The contract will be administered from FCI Pekin, with services performed on-site, and performance will be monitored by a Contracting Officer’s Representative who has authority to issue Discrepancy Reports. The award was ultimately made on January 22, 2026, to Kim Albers for a total value of $99,000, and the contract includes standard FAR clauses addressing whistleblower rights, equal opportunity, trafficking in persons, system for award management compliance, and protection against contracting with inverted domestic corporations.
