This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
The Federal Bureau of Prisons - Federal Correctional Institution Pekin, IL is issuing a solicitation, 15B41126Q00000003, for IL Class B Water Testing Services at the Federal Correctional Institution FCI Pekin, IL.  This RFQ will result in the award of a single contract.  The contract type will be an indefinite delivery/requirements contract with firm fixed unit prices.  The contract will be for a base year TBD at the time of award with up to four (4) option years TBD at the time of award plus a possible six (6) month extension.  The estimated number of sessions will be twelve (12) sessions for the base year and each of the option years, with a possible 6-month extension for an additional six (6) sessions. A session is defined as one (1) month of testing.  This requirement will be a 100% set aside for small business NAICS code 221310.  Award will be based on price, past performance, and possession of a valid IEPA Class B Water Operator’s License.  Price will be rated higher than past performance, and the screen-out factor for all offers will be possession of an IEPA Class B Water Operator’s License.


When making your submissions ensure the following information is documented on your SF-1449:


  • Your pricing information in the Schedule of Supplies and Services.
  • The Offeror's Representations and Certifications must be provided or available for review in the SAM.gov database.
  • Your business's UEI, TIN, address, and contact information for the Person of Contact making the submission.

When submitting your quotes return:


  • The completed SF-1449
  • A copy of your IEPA Class B Water Operator’s license
  • A current copy of liability insurance
  • The completed business management questionnaire. 

Failure to submit the required will result in your offer being considered non-responsive and being discarded. Quoted prices must be good for 60 days after close of the solicitation. 


Quotes will be submitted electronically to Hans Frei, Contracting Officer at hfrei@bop.gov NLT December 19, 2025, 4:00PM CST.


The Contracting Officer will verify registration in the System for Award Management database (www.sam.gov) prior to award of any contract by entering the potential awardee's UEI number into the database. Failure to complete registration my result in elimination from consideration for award.
