This contract involves a two-phase program by NYSERDA aimed at promoting the adoption and monitoring the performance of high-efficiency packaged window heat pumps (PWHPs) as a cost-effective and minimally invasive heating electrification retrofit solution for multifamily buildings in New York State. Phase I focuses on establishing performance specifications and requirements for PWHP manufacturers and vendors, who must submit documentation proving their products meet these standards. Approved applicants become Program Participants eligible for Phase II, which provides financial incentives on a first-come, first-served basis for deploying PWHPs in existing multifamily buildings with five or more units, including rentals, cooperatives, and condominiums. Incentives cover 50% of costs up to $1,500 per unit for market-rate sites and 75% of costs up to $2,250 per unit for low-to-moderate income (LMI) demonstration sites, with maximum awards set at $500,000 per site and $2,000,000 per PWHP brand. Eligibility for Phase I is open to all PWHP manufacturers and vendors who meet technical and performance requirements, while Phase II participation is limited to those qualified in Phase I. Installations under Phase II must comply with NYSERDA’s performance monitoring plans, which will be developed and overseen by NYSERDA and its contractors. The program has no set-aside goals for minority, women, service-disabled veteran, or disadvantaged business subcontracting. The solicitation applies statewide to all NYS counties and has a submission deadline of February 3, 2026. This initiative is designed to accelerate energy efficiency and electrification goals specifically targeting multifamily housing in the cold climate zones of New York.

No funding will be committed or disbursed under Phase I. Under Phase II, incentives will be made available on a first come, first served basis to Program Participants who will partner with building owners to deploy PWHPs in buildings, which the Program refers to as Demonstration Sites. NYSERDA will provide incentives on a per-PWHP basis and those incentive levels are 50% of PWHP costs up to $1,500/PWHP for Market Rate Demonstration Sites and 75% of PWHP costs up to $2,250/PWHP in LMI Demonstration Sites. Each Demonstration Site will also be subject to PWHP performance monitoring plans, which will be included in the Scope of Work for the Participant associated with each Demonstration Site. The maximum incentive award for each Demonstration Site is $500,000. The maximum amount of incentives any one PWHP brand may receive is $2,000,000.
