The contract solicits offers for a 60-month Blanket Purchase Agreement (BPA) to supply cleaning solvents—specifically Ethyl Alcohol, Red Vinegar, and Press Wash—to the Bureau of Engraving and Printing’s (BEP) Eastern and Western Currency Facilities. These solvents are critical for routine maintenance of OFFSET presses used in U.S. currency production, preventing operational disruptions caused by old ink buildup. The procurement is designated as a Total Small Business Set-Aside under FAR 19.5 with NAICS code 325199, ensuring participation exclusively by small businesses within the specified industry. Delivery terms are F.O.B. Destination to BEP facilities in Washington, D.C., and Fort Worth, TX, with inspection and acceptance performed at these locations. Offerors must be registered in SAM.gov and submit quotes electronically by 5:00 P.M. EST on June 12, 2026, with all inquiries directed via email only to specified BEP contacts. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, emphasizing both technical acceptability—based on understanding and capability to meet requirements—and price reasonableness, with no trade-offs between price and technical factors. Payment requests are processed through the Invoice Processing Platform (IPP), and contract administration is managed by BEP’s Office of the Chief Procurement Officer in Washington, D.C. The contract incorporates numerous FAR clauses pertinent to commercial products and services, small business participation, ethics, anti-kickback measures, trade agreements, and supply chain security. Special contract provisions include organizational conflict of interest (OCI) disclosures, under FAR 9.5, requiring contractors to notify and mitigate any potential conflicts, with consequences for nondisclosure including termination or debarment. Packaging and marking must comply with Federal Standard No. 313 and OSHA HazCom regulations, particularly in handling hazardous materials and including Material Safety Data Sheets with shipments. The solicitation lacks specified pricing or volume guarantees, placing reliance on BPA calls and "As Required Order" delivery schedules. Performance is measured by the contractor’s ability to maintain uninterrupted supply, ensuring BEP's continuous production of currency. Representations and certifications, including affirmations regarding business size, ownership, and ethical compliance, must be submitted in accordance with FAR 52.204-8 and relevant provisions, but no completed offeror data is included in the solicitation. The procurement process is tightly controlled with electronic communication protocols, detailed inspection criteria per FAR 52.212-4, and strict submission deadlines, reflecting the critical nature of ensuring a steady

The Bureau of Engraving and Printing (BEP) at the Eastern Currency Facility (ECF) and the Western Currency Facility (WCF) have a requirement for Ethyl Alcohol, Red Vinegar, and Press Wash. These cleaning solvents  support the manufacturing process in providing high quality print products of which the primary is US currency and therefore must be kept in stock continuously for routine maintenance to prevent operational disruption. Without these cleaning solvents the production of US currency at BEP  will be suspended, due to the buildup of old ink, which can foul the OFFSET presses.
