CLEAR-COM WIRED & WIRELESS INTERCOM SYSTEMS

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a Limited Competition basis with Clear-Com LLC of Alameda, CA and their authorized distributors York Telecom, ADTech Systems, A VI Systems, Inc., Big Sky Engineering, and Norcon Communications for the procurement of a Quantity of (1) Clear-Com Wired Intercom System which consists of the following components: 2 Channel Headset/speaker main station, P/N MS-702; Monaural Beltpack, P/N RS-702; 450 mm long plug in GN mic, P/N GN-450; and Intercom cable 100 ft, P/N IC-100; and Quantity of (1) Clear-Com Wireless Intercom System which consists of the following components: Wireless base station, P/N FSII-Base; Wireless Beltpack, P/N FSII-BP19-X4-US; Active Antenna, P/N FSII-TCVR-19-US; 5 way charger, P/N AC60; and Spare Battery, P/N BAT60. As a direct result of a Safety Investigation Report, there is a need to improve communication between the engine test cell operators and maintainers for the Jet Engine Instrumentation (JETI) and Turbo Prop Test Instrumentation (TPTI). Market Research was conducted and after careful evaluation the Clear-Com Systems and three (3) other intercom systems were identified that could meet the noise level requirements. As a result it was determined that the Government will procure one (1) each of those systems for testing proposes to ensure the system is compatible with existing equipment. Clear-Com LLC is the Original Equipment Manufacturer (OEM) of the Wired and Wireless Intercom Systems, as well as the sole designer, developer, and manufacturer of this unit and its components. As the OEM, Clear-Com LLC owns and retains all proprietary data rights and drawings and therefore only Clear-Com LLC and their authorized distributors are qualified to provide the intercom systems. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
