Full Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE Marine Corps Installations West Regional Contracting Office (MCIWEST RCO) intends to award a purchase order on a sole source basis on or about 26 September 2014 to Thomson Reuters. Per reference FAR 13.501(a)(1), the contracting officer has determined that only one source is reasonable available (only one source and no other supplies or services will satisfy agency requirements, urgency, brand name. The prospective contractor shall provide annual licensing to the CLEAR Investigator with Web Analytics, Real Time Incarceration and Arrest Records to the Criminal Investigation Division of MCB Camp Pendleton Legal Service Support Section for a base period of 12 months with four 12 month option periods. At this time, Thomas Reuters is the only identified source capable of providing the full requirement by September 28, 2014 when the contractor will be required to begin performance. A Sole Source Justification Letter is attached regarding this determination. The North American Industry Classification System (NAICS) code for this requirement is 511210 with the size standard of $38.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within ten calendar days of publication of this notice, shall be considered by MCI-WEST RCO for future requirements as this is a reoccurring requirement.
