CLEMENTS ROAD RESURFACING 2027 Project Description Project Location: Clements Road: Comstock Road to Brandt Road. See attached Vicinity Map. Project Justification: The first mile north of Comstock was reconstructed in 1969 and one mile north of Comstock Road to Harney Lane was reconstructed in 1968. Both segments were built 24 feet wide with 0.17 feet of Hot Mix Asphalt (HMA), 0.50 feet of aggregate base, and 6-foot shoulders. This same section was used for portions at the intersections of Messick Road and Frazier Road. The road was resurfaced in 2001 with 0.25 feet of HMA, and chip sealed in 2019. The road segment from Harney Lane to Brandt Road was reconstructed in 1967 24 feet wide with 0.17 feet of HMA, 0.50 feet of aggregate base, and 8-foot shoulders. The road was resurfaced in 2000 with 0.25 feet of HMA, and chip sealed in 2018. The existing paved surface is oxidized, and cracked with potholes, rutting medium to large continuous grooves, and moderate alligator cracking throughout the project limits. The roadway also has extensive edge cracking. Scope of Work: The project will consist of: 1. Resurfacing existing roadway (24-feet wide) 0.25 feet with HMA (Type A). 2. Repairing pavement structural failure areas with full depth 0.50 feet of HMA (Type A). 3. Replenishing 6-foot-wide Shoulder Backing: 2 feet (8%) and 4 feet to conform. 4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 5. Constructing 8-foot HMA (Type A) driveways. 6. Performing Earthwork (Miscellaneous Areas) to remove high shoulder areas. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
