CMS Next Generation Project

The Pretrial Services Agency (PSA) is modernizing its legacy Client Management System (CMS) through a five-year, firm-fixed-price contract under solicitation 959P0026Q0001, aimed at replacing the outdated PRISM system with a next-generation, cloud-based platform designed to support a risk-based supervision model. The project spans five distinct development phases, each as a separate option year starting February 2, 2026, and extending through January 31, 2031, with performance occurring entirely at PSA’s facility in Washington, D.C. The scope includes comprehensive software development for critical functional areas such as drug testing specimen collection, client information and criminal history tracking, risk-based supervision, treatment coordination, and diagnostic and release information management, all governed by detailed functional requirements and a mandatory Quality Assurance Surveillance Plan. The system must adhere to strict chain-of-custody protocols for specimen handling, generate barcoded labels using 2D PDF417 standards for defendants and case folders, ensure metadata preservation during electronic migration per 36 CFR 1236.12, and maintain audit trails through defined tracking events, while enforcing a renamed “Disposition Status” column and eliminating blank fields in all user interfaces. Evaluation of proposals will follow a Lowest Price Technically Acceptable (LPTA) model, prioritizing technical merit over cost, with four non-weighted evaluation factors: Technical and Management Approach, Technical Expertise and Organizational Experience, Past Performance, and Price Reasonableness. All key personnel must hold a Public Trust Security Clearance, and no substitutions are permitted within 90 days of award without justification and government approval, with minimum qualifications including degrees in relevant fields and five years of project management experience for the Program Manager. Contractors must submit proposals in three volumes—Technical Capabilities, Past Performance, and Price—with strict five-page limits on technical and past performance sections. Full compliance with Federal Acquisition Regulation clauses is required, including limitations on government obligation, insurance mandates, and flowdown of all special requirements to subcontractors. Additional critical mandates include strict confidentiality and data protection, prohibition on retaining or disseminating government property or protected data, adherence to on-site working hours and federal holiday schedules, and mandatory use of the Invoice Processing Platform for all payments.
