The Dallas Area Rapid Transit Authority is seeking bids for CLIP, HANGER, 50 under solicitation number 2099091, with submissions due by May 13, 2026, through the Bonfire platform, which requires registration to access detailed bid information. All responses must reflect FOB Destination shipping terms with freight costs included in the quoted price, as FOB Origin and Prepay and Add terms are not accepted. Time and rate of delivery are critical, and failure to meet specified schedules constitutes grounds for default termination. Payment terms are Net 30, with invoices required in triplicate, one marked as Original, submitted via email to [email hidden], and must include the purchase order number, item details, quantities, unit prices, and extended totals; payment will be issued 30 days from receipt of the invoice or order, whichever is later. The contract includes clauses addressing acceptance, delivery, changes, inspection and acceptance at destination, termination for default or convenience, and commercial warranty obligations. The Seller must ensure all supplies conform to specified technical requirements, are of merchantable quality, and suitable for intended use, with compliance to applicable federal and state regulations, including Texas law. Two specific certifications are required: confirmation that the offeror is not on the Texas Comptroller’s list of entities doing business with Foreign Terrorist Organizations, and affirmation that neither the offeror nor its affiliates are participating in any boycott of Israel. No other socioeconomic certifications, size status disclosures, Unique Entity Identifiers, or CAGE codes are required. Packaging, marking, preservation, and MIL-STD requirements are not specified. Inspections occur at the destination, and the Authority retains full rights to accept or reject deliveries based on compliance. The contract is not structured with FAR-standard clauses but uses a custom DART template with 18 sequential clauses. No evaluation factors, award criteria, pricing information, or special requirements such as key personnel, security clearances, contract options, or organizational conflict of interest provisions have been provided. All administrative oversight and correspondence are directed to the Contracting Officer, with no individual contact details provided.

Full Description
--- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below.
**Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms.
**Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*).
**Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.*
**Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
