The government has awarded a Firm Fixed Price contract under the CEIS2 Multiple Award Contract N6893623D0011 to Collins Aerospace, located in Sterling, VA. This award was made because Collins Aerospace is the sole provider capable of delivering the highly specialized and unique supplies or services required, with sourcing from other vendors expected to cause significant cost duplication and delays. The award was granted in accordance with FAR 16.505(b)(2)(i)(B), which permits a sole-source award when only one vendor can meet the technical and quality requirements. The justification for this exception to fair opportunity will be publicly available within 14 days. Contractors seeking access to Controlled Unclassified Information (CUI) or Export Controlled Information must be certified through the Defense Logistics Information Services (DLIS). Access is restricted to a single point of contact per CAGE code, designated as the Data Custodian on the DD 2345 form and approved by the Defense Logistics Agency. Contractors are responsible for coordinating with their CAGE code’s Data Custodian to request CUI access, which must be approved prior to any submission through SAM.gov. Additional guidance and certification details are available on the DLA website. The contract supports the CLS Depot Support initiative for the Naval Air Warfare Center, with primary contacts including Christopher Purvis and Christopher N. Bigelow, and the project is posted on SAM.gov for further reference.

This purpose of this notice is to publish that an award has been made and this serves as notification pursuant to FAR 16.505(b)(2)(ii)(D).

The government awarded a Firm Fixed Price order under the CEIS2 Multiple Award Contract N6893623D0011 to Collins Aerospace located at 22640 Davis Drive, Sterling, VA 20164-7106. The government awarded using FAR 16.505(b)(2)(i)(B) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Collins Aerospace is the only entity that sells the required supplies and services. Sourcing the supplies and services from another vendor is expected to result in a substantial duplication of costs to the government and unacceptable delays in fulfilling the agency’s requirement due to the necessary technical data and rights required. The redacted Justification for Exception to Fair Opportunity will be published within 14 days.

Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI. For additional information, visit the DLA website for the Joint Certification Program:  https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/.
