The City of Surprise, Arizona, is soliciting Statements of Qualifications from experienced firms to provide Construction Manager at Risk (CMAR) services for the Rancho Gabriela Water Supply Facility Storage Tank Expansion. Located at 13627 W Cactus Rd, the project involves expanding the existing arsenic treatment system, constructing a new storage reservoir, and integrating these components with existing infrastructure, including upgrades to pumping, chemical systems, piping, electrical, and instrumentation. The selected firm will operate in two phases: a preconstruction phase focusing on cost modeling, value engineering, and constructability reviews, followed by a construction phase where they will assume responsibility for the work under a Guaranteed Maximum Price (GMP). Short-listed firms may be required to interview, with interview scores serving as the final determining factor for the award. The contract requires the provider to be licensed in Arizona and mandates 100 percent performance and payment bonds. Compliance requirements include adherence to ADA and ANSI accessibility standards, as well as certifications regarding the boycott of Israel and the prohibition of forced Uyghur labor. Invoices are submitted every 30 days with Net 30 payment terms, and the City maintains strict quality assurance and inspection rights, including the requirement for a written Quality Control Testing Program.
