AI Contract Overview
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) intends to sole source purchase a Haas ST-20 CNC Lathe machine from Philips Federal for the National Data Buoy Center (NDBC) at Stennis Space Center, Mississippi. This machine is essential to manufacture components used across all NDBC programs and is selected due to its compatibility with existing Haas CNC equipment already in use at the facility. The Haas ST-20 utilizes the Next-Generation Control (NGC) system, maintaining software and control continuity, which helps avoid the complexity and cost of integrating alternative equipment requiring different proprietary software and post-processors. The sole source justification also highlights significant tooling compatibility, as the NDBC holds an extensive inventory of Haas-compatible tooling and related accessories, such as BMT65 tool holders and a Wireless Intuitive Probing System designed specifically for Haas machines. Transitioning to a different brand would necessitate expensive new tooling and retraining, impacting workforce productivity and increasing operational risks. Philips Federal, the exclusive distributor for Haas CNC tools to U.S. Government entities, offers a certified point of contact for service and maintenance. This procurement process does not currently invite competitive proposals, though parties believing they can meet the requirements may submit documentation or requests for additional information within 15 days of the notice. The government's sole discretion will determine whether a competitive procurement will occur based on any submissions received.

Full Description
The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with Philips Federal, for a Haas ST-20 CNC Lathe machine for the National Data Buoy Center in Stennis Space Center, MS.
Sole Source Justification
This procurement will obtain a Haas ST-20 CNC Lathe machine to manufacture components that are used on all NDBC programs.
Software & Control Continuity: All existing CNC mills and lathes at the National Data Buoy Center (NDBC) are Haas machines. The Haas ST-20 utilizes the Next-Generation Control (NGC) system which will be common across the facility. Introducing a different brand would require entirely separate proprietary software environments and post-processors.
Tooling Compatibility: The NDBC maintains a significant inventory of Haas-compatible tooling. This procurement includes BMT65 tool holders and a Wireless Intuitive Probing System (WIPS) designed to interface with Haas software. Non-Haas alternatives would necessitate an entirely new suite of proprietary tooling and probing hardware.
Training & Workforce Optimization: All NDBC machinists are trained on Haas systems. Training the workforce on a new control language would lead to a substantial loss in productivity and introduce operational risks to mission-critical manufacturing.
Support Infrastructure: Phillips Federal is the exclusive distributor for Haas CNC tools to U.S. Government facilities, providing a single certified point of contact for service and maintenance. The provided Sole & Exclusive Letter from Phillips Federal Division is available in the requisition supporting documentation.
The Haas ST-20 appears to be the only machine meeting the government’s needs due to its compatibility with existing software, tooling, and personnel. Alternative brands would result in excessive costs for retraining and hardware acquisition that would not be recovered through competition.

A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
