CNG Fueling Station Recommissioning and Preventive Maintenance Services

The City of San Bernardino, through its Finance Department, is soliciting proposals under RFP F-27-1061 for the recommissioning and ongoing maintenance of its Compressed Natural Gas (CNG) fueling station located at 187 South Pershing Avenue. The project is divided into three primary phases: an initial site assessment and strategic technology implementation plan, the execution of repairs and recommissioning to restore the station to full operational status, and a long-term maintenance phase. The maintenance phase consists of a one-year base term with four optional one-year extensions, covering preventive, corrective, and emergency services for critical infrastructure including compressors, dispensers, and safety systems. The selection process utilizes a best-value trade-off approach, weighting the technical proposal at 25 percent, the fee proposal at 25 percent, and the experience of the firm and its team at 35 percent combined. Mandatory requirements for award include valid California licensing, a clean conflict of interest certification, and the provision of 100 percent Performance and Payment Bonds. Proposers must also meet stringent insurance minimums, including a 5 million dollar umbrella liability policy and an A.M. Best rating of A:VIII.
