Bidders must refer to the complete RFP document for a full description of the requirement and the full bid instructions.Background The Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.RequirementElections Canada (EC) requires professional services to provide individual and group coaching services to its employees in order to help them develop their key leadership competencies and behavioural competencies. To this end, the coaching services will assist employees in re-evaluating their needs, ambitions and career path based on their talents, potential and experiences. Coaching will help reduce barriers and focus on thedevelopment of skills and competencies to support employees in achieving their full potential.PROJECT BACKGROUND EC must ensure that emerging issues, such as inclusivity and diversity, agency priorities, the implementation of special initiatives, and anticipated changes to legislation, are handled by motivated and well-supported employees. The lessons learned from the 44thGeneral election combined with the agency’s plans to substantially improve the experience of electors at the 45th general election could give rise to many pressures in the areas of accommodation, change management, exercise of judgment, and strategic thinking. Further, the digital shift that has been under way for a year at EC requires that employees develop the skills needed for this transformation and the new realities of the Future of Work.It is important to the CEO that adequate support resources be provided to employees to ensure that they may adapt to a changing and demanding environment. Employees are encouraged to actively participate in training programs of all kinds to develop their skills and competencies. OBJECTIVEEmployees receive the coaching services they need in order to develop their key leadership competencies and behavioural competencies.SecurityMinimum corporate security required: DOS - ReliabilityMinimum resource security required: Reliability statusPeriod of the ContractThe Contract period will be from the Effective Date of the Contract until March 31, 2024 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by three (3)additional periods of 1-year each under the same terms and conditions.Submission of ProposalsThis RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offors electronically. For further information, offerors must refer to Part 2- Offerors Instructions, and Part 3 – Proposal Preparation Instructions of the RFP document.Offerors are to be addressed to the attention of the Contracting Authority and delivered, sealed, to the Proposal Receiving Unit on or before the bid closing date and time indicated on the front page of the RFP.For sending packages by courier or for dropping off, please note that the Proposal Receiving Unit at the Business Centre is open Mondays to Fridays from 8:00 to 12:00 and from 13:00 to 16:00 (Gatineau, Quebec time).Bids sent via email or facsimile will not be accepted.Documents may be submitted in either official language of Canada.Elections Canada retains the right to negotiate with suppliers on any procurement.Selection MethodologyCompetitive Procurement Strategy: Lowest cost per pointEnquiriesAll enquiries and other communication with Elections Canada personnel are to be directed ONLY to the Contracting Authority.
