COASTAL ENGINEERING AND CONSULTING SERVICES

Jefferson Parish is soliciting coastal engineering and consulting services through a Statement of Qualifications process with solicitation number JPP-SOQ-26-014, posted on May 20, 2026, and due by May 29, 2026 at 3:30 PM. The services are to be performed on an as-needed basis throughout Jefferson Parish under the direction of the Parish Council and encompass a broad scope including coastal planning, permitting, design, and construction administration with specific focus on marsh and ridge restoration, shoreline stabilization, beneficial use of dredge material, living shoreline design, hydrologic and hydraulic modeling, environmental assessments of wetlands, technical evaluations, cost estimation, field investigations, grant writing, and outreach support. Additional supplemental services such as bathymetric surveying and onshore/nearshore geotechnical work may also be required. The contract has a yearly cap of $500,000 per engineering contract, which cannot be exceeded without council approval, and compensation will be negotiated as either fixed fee or lump sum, subject to parish review and approval. All firms, including sub-consultants, must submit the Jefferson Parish TEC Questionnaire electronically via www.jeffparishbids.net or www.centralauctionhouse.com, requiring prior vendor registration, and must meet strict qualification criteria including having at least one licensed Louisiana professional engineer as a principal, one licensed engineer in the applicable discipline, and a project lead with five years of experience. Evaluation is based on a cumulative scoring system totaling 135 points across seven weighted factors: professional training and experience (35 points), firm size (20 points), capacity for timely completion (20 points), past performance (10 points), location of principal office (15 points), adversarial legal proceedings (15 points), and prior successful project completion (15 points). To be deemed qualified, firms must achieve at least a 70 percent cumulative score, with the highest and lowest evaluator scores for each firm being discarded before final scoring. A preference is given for firms headquartered in Jefferson Parish, with diminishing points for firms in neighboring parishes, other Louisiana parishes, or outside the state, contingent upon adequate local competition.
