COASTAL STORM RISK MANAGEMENT PROJECT INITIAL CONSTRUCTION AND NORTH AND SOUTH REACHES BEACH DUNE RESTORATION FLAGLER BEACH 2024 FLAGLER COUNTY, FL

The Coastal Storm Risk Management Project involves the restoration of approximately 3.4 miles of beach and dune along the Flagler County shoreline between FDEP Range Monuments R-77 and R-96. Managed by the Department of Defense through the Jacksonville District, the project focuses on constructing a dune and beach berm using material dredged from Borrow Area 3A, located roughly 10.25 nautical miles offshore in Federal waters. Upland sand sources may also be utilized to facilitate access and staging within the North and South Reaches. Beyond the primary fill operations, the contract encompasses a wide range of environmental and logistical requirements. Key tasks include gopher tortoise relocation, dune vegetation planting, and the installation of sand fencing, signs, and ropes. The contractor is also responsible for critical monitoring efforts, including turbidity, vibration, and environmental species oversight, as well as the preparation of staging and access areas near R-95.
