This contract concerns the acquisition of Cold Weather Field Coats, Class II (PGC 01730), to be manufactured according to MIL-DTL-43455J specification dated August 21, 1991, with a pattern from March 23, 2009. The solicitation number is SPM1C1-10-Q-0261, and the contract is a definite delivery type for a total of 420 coats. The procurement procedure is negotiated using a Low Price Technically Acceptable (LPTA) best value method, meaning the award will go to the lowest-priced, technically acceptable, and responsible offeror. Technical acceptability is determined primarily through evaluation of a Product Demonstration Model (PDM), with firms required to submit technical proposals demonstrating satisfactory or better PDM performance. No re-submissions for PDMs will be accepted. Delivery lead times are 90 days after award if the First Article testing is waived, or 120 days if it is required. The solicitation was initially issued on March 30, 2010, with extensions in deadlines extending the final response date to July 14, 2010, and can be viewed on the DIBBS website. Interested vendors must be registered in the government’s procurement systems, including the Central Contractor Registration and DIBBS portal. The solicitation clarifies that commercial item acquisition policies under FAR Part 12 do not apply, though vendors can notify interest if they believe commercial items can meet the requirement. The government reserves the right to negotiate with a competitive range of technically acceptable bidders based on pricing and other compliance factors. Points of contact for the contract include Acquisition Specialist Dionne Lewis and Contracting Officer Leighann Mazoki.
