This contract entails the procurement of 610 units of the "Coat, Cold Weather, Field, Class II" meeting MIL-DTL-43455J specifications, with a pattern dated March 23, 2009. It is an unrestricted acquisition under a definite delivery contract, requiring delivery within 90 days from the award date. Award evaluation will prioritize the submission of a product demonstration model, followed by price considerations. Interested manufacturers can request necessary specifications or patterns through the designated electronic system, emphasizing that direct requests to Acquisition Specialists are not appropriate. The solicitation will be publicly available on the DLA DIBBS website around August 30, 2009, and vendors must register through this portal, which involves CCR registration and CAGE code verification to access secure portions of the procurement platform. The procurement observes regulatory restrictions such as the Berry Amendment and DFARS clause 252.225-7012, which mandate preferences for domestic commodities. The government is not applying commercial item acquisition policies for this solicitation but will entertain commercial item capabilities if offered within 15 days following the notice. Points of contact for this procurement include acquisition and contracting officers, and all related information about the procurement, registration processes, and contractual requirements is centralized through the DLA’s online platforms to ensure transparency and compliance with federal acquisition regulations.
