AI Contract Overview

This contract concerns the procurement of Cold Weather Gloves (NSN 8415-01-457-1557), specifically made to standards comparable to Outdoor Research Part Numbers 72189 (glove) and 72190 (liner). The solicitation replaces a previous one and is issued unrestricted, with a base year plus three option years. Quantities include a minimum order of 1,234 pairs for the base year and 987 pairs for each option year, with corresponding annual order limits. A surge capability is required, necessitating fulfillment of up to approximately 21,000 pairs in the base year and nearly 20,000 pairs during option years, all within 30 days of government notification. The contract follows the Lowest Price Technically Acceptable source selection procedure, where offers must meet all technical requirements without exceptions, and the award is made to the lowest-priced acceptable offer. The production lead time is 90 days post-award, and all materials must be supplied by the contractor. The contract terms specify FOB Destination with inspection and acceptance at origin. The solicitation is posted electronically via the DLA Internet Bid Board System (DIBBS), requiring vendors to be registered in the System for Award Management (SAM) to submit offers. Stringent compliance with sourcing restrictions like the Berry Amendment is mandated, ensuring that textiles and specialty metals are produced or materially processed in the U.S. or its territories unless legitimate exceptions apply. Interested contractors can request technical data through the DLA Troop Support Technical Data Repository. Contracting officers Stephanie A. Shafer and Denise Vogelei serve as points of contact for this acquisition.
