Full Description

The Transportation Security Administration (TSA) Information Technology (IT) requires a new Fiscal Year (FY) 18/19 CollabNet, also known as CollabNet Team Forge Enterprise (CTF). CTF provides IT operational divisions with webbased, software as a service (SaaS), collaboration tools to manage applications development projects the operating platform using the application lifecycle management (ALM) process. This task order will continue to provide the tools necessary to support a comprehensive ALM process while transitioning from the traditional TSA Application Development Playbook and overarching DHS Systems Engineering Life Cycle (SELC) guidance to a cloud-hosted environment. This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government's intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (FedBizOpps) and all public comments considered at that time, the Government does not intend to respond further concerning this publication.
