Request for Information (RFI): Advanced Battery Circularity & Extended Producer Responsibility (EPR)
Solicitation # SP4705-27-J3-RFI-001
The Defense Logistics Agency, acting as the Department of Defense executive agent for combat logistics and hazardous waste disposal, is conducting market research through Request for Information SP4705-27-J3-RFI-001. This effort focuses on advanced battery circularity and Extended Producer Responsibility to assess the defense industrial base's capabilities regarding end-of-life battery recovery, reclamation, and critical mineral recycling. The agency is specifically evaluating how new EPA universal waste regulations and Federal Executive Orders, including EO 14057, EO 14110, and EO 14415, impact the storage, transportation, processing, and domestic reclamation of both military-grade and commercial batteries. The government is seeking detailed data from manufacturers and processors concerning supply chain mapping, compliance with prohibitions on components from foreign entities of concern, and the effectiveness of manufacturer-led collection and recycling programs. Key areas of inquiry include the infrastructure and investment required for producer-managed returns, the impact of BIS export-control rules on black mass and tungsten, and potential cost structures or reimbursement models for federal return-to-producer programs. This RFI is intended for planning purposes only and does not constitute a formal solicitation or a promise of future procurement. Responses are due by November 19, 2026.
