The contract involves a modification to an existing agreement with Eagle Picher Technologies of Joplin, MO, originally awarded on September 2, 2004, for research and development focused on process improvement and modeling capabilities related to missile defense agency power sources. The current effort, supported by the Navy Surface Warfare Center (NSWC) Division Crane, aims to evaluate degradation and reliability mechanisms in the lithium oxyhalide EKV battery used in the Ground-Based Midcourse Defense Program. Eagle Picher Technologies is the sole qualified manufacturer of this flight-approved battery, and the modification will enable acquisition of test samples to better understand reliability and long-term storage characteristics. This contract action will be executed as a direct modification without a formal solicitation, emphasizing restricted competition due to the unique capabilities of the supplier. Information regarding the contract is posted on both the Federal Business Opportunities (FBO) website and the Navy Electronic Commerce Online (NECO) site to ensure accessibility. NSWC Crane serves as the contracting agency under the Department of Defense, with the applicable NAICS code listed as 335911 and a size standard of 500 employees. The contract relates to combat identification system equipment and associated services, although specific details on the solicitation number and performance location are limited. For inquiries, the designated point of contact is Mr. J.D. Martin of NSWC Crane, who can be reached via telephone, fax, or email, with a preference for electronic communication.
