1. General Information 


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. 


2. Description of Requirements 


The Thirtieth Naval Construction Regiment (30th NCR) and the Naval Mobile Construction Battalion (NMCB) Camp Covington Resident Battalion require reliable Wireless Service Plans and 5G mobile Wi-Fi services to ensure seamless, secure, and unlimited voice, text, and data coverage across Guam, the United States, and the Asia-Pacific region. See the attached Peformance Work Statement (PWS) for more details. 


2.1 Performance Work Statement (PWS) Wireless Service Plans and Devices (Attachment 01). 


3. Period and Place of Performance 


  • Period of Performance (PoP): The PoP for this requirement will be a one-year base period followed by four (4) one-year option periods.  Additionally, the Government will include and evaluate an option to extend services for up to six (6) months pursuant to FAR 52.217-8, Option to Extend Services.

4. Contract Clauses and Provisions 


The Defense Priorities and Allocations System (DPAS) assign this requirement as an unrated order.  The solicitation document and incorporated provisions and clauses are those in effect through Revolutionary Federal Acquisition Regulation Overhaul (RFO), issued on May 2, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions (Attachment 04).

5. Submission Instructions
