1. DESCRIPTION OF REQUIREMENT


This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.


The Air Force Test Center (AFTC/PZZF), Edwards AFB, CA, intends to award a firm-fixed-price (FFP) commercial purchase order for the following brand-name Compunetix, Inc. components to support the Next Generation Air Dominance (NGAD) project within Mission Control Room (MCR) 160:


- Line Item 0001: TDI-13II R/B GTX Console (Qty: 27) | P/N: 00-6611-0936


  Includes 13-inch touch display and SDAP with power adapter. Red/Black variant without integral handset and speaker.


- Line Item 0002: EPOS HME 46 Dual Channel Headset Top (Qty: 54) | P/N: P13-1502-0038


- Line Item 0003: EPOS Headset Base, Polarized, Single PTS, 15-foot Non-Locking Cord (Qty: 54) | P/N: 13-1502-0039-NL-15


2. SOLE SOURCE AUTHORITY AND JUSTIFICATION


The proposed contract action is for commercial products for which the Government intends to solicit and negotiate with only one source under the authority of RFO Part 12 (Simplified Acquisition Procedures for Commercial Products below the Simplified Acquisition Threshold).


The proprietary Compunetix hardware and TDI-13II touchscreen consoles are technically necessary to integrate natively with the existing Range Communication System (RASS) voice distribution switching architecture at Edwards AFB. These specific hardware models are currently certified, accredited, and baseline-integrated under the existing RASS Authority to Operate (ATO). The introduction of non-certified or non-interoperable hardware would invalidate the RASS ATO, introduce unacceptable mission risk, and cause severe schedule delays to active flight test programs.


Compunetix, Inc. (CAGE: 8C319) is the Original Equipment Manufacturer (OEM) of this proprietary hardware and does not utilize third-party authorized distributors or resellers for this specialized product line.


3. INSTRUCTIONS TO INTERESTED PARTIES


This notice of intent is not a competitive request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


Capability statements must demonstrate the vendor’s ability to provide identical, form-fit-and-function, OEM-certified Compunetix components that natively interface with the existing VCSU switching matrix and maintain compliance with the RASS ATO security baseline without modification.


Responses must be submitted electronically via email to Contract Specialist Christina M. Day at christina.day.6@us.af.mil.


All capability statements, quotations, or proposals must be received no later than September 16, 2026, at 12:00 PM PDT. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
