Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) Staff Support

This contract action is a Sources-Sought Request for Information (RFI) issued under solicitation number FA489026R0028 by the Headquarters, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC) to obtain industry input for a Total Small Business Set-Aside under NAICS code 541330. The effort, titled Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) Staff Support, aims to provide knowledge-based services to the ACC A3C Division to assist in organizing, training, and equipping the Combat Air Force. The primary support will be delivered to key operational centers including the Air Operations Center, Control and Reporting Center, Battle Control Center, Integrated Air and Missile Defense, E-7 Wedgetail, AWACS, E-11 BACN, and Airborne Reconnaissance Operations. The contractor will supply 33 full-time equivalents for core tasks related to program management, operations, testing, configuration management, training, and functional support, with optional FTEs available for additional C2ISR programs or weapon systems at pre-priced rates established at award. All work is to be performed primarily at Joint Base Langley-Eustis, Virginia, with Hampton, VA as the designated place of performance, and telework may be permitted under approval. The anticipated award is scheduled for November 23, 2026, with full performance commencing January 1, 2027, following a one-month transition-in period. The contractor must possess a Top Secret Facility Clearance and ensure all personnel hold TS clearances including SCI eligibility and NATO Secret clearance, with security paperwork submitted to DCSA/NBIB within 15 days of award or facility clearance. Compliance with DFARS 252.204-7012 mandates implementation of all 110 NIST SP 800-171 security controls, while CUI handling requirements under 32 CFR Part 2002 and DoDI must be followed, and classified deliverables must reside on appropriate enclaves (NIPRNet, SIPRNet, JWICS). The contract includes a one-year base period with four one-year options and a six-month extension per FAR 52.217-8. Invoicing is required monthly via WAWF with detailed documentation covering planned versus actual task completion, narrative summaries of work accomplished, security clearance status, travel, and lessons learned.
