Command and Control Switching Services IAW attached PWS

The purpose of this Request for Information (RFI) is to serve as a Sources Sought Synopsis in light of market research. This is not a Request for Proposal (RFP) and therefore a solicitation is not being issued at this time. Further this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. USAFE CONS Specialized located at Kapaun Air Station (AS), Germany is in the process of determining the acquisition strategy for USAFE Defense Red Switch Network Contract (UDRSN). The contractor shall provide non-personal services to provide reliable communications to meet individual missions at Ramstein Air Base (RAB) and several unmanned locations within commuting distance. The contractor shall be responsible for the management, supervision, personnel training, operation, scheduled and unscheduled maintenance, and preventive maintenance for equipment listed in the Performance Work Statement (PWS). Major services required are switch restoration, grounding, bonding and shielding, Defense Red Switch Network (DRSN) database management, DRSN trend analysis, responses to outages, trouble calls, faults and site alarms as well as required reports. The PWS identifies available Government furnished property (GFP). The contractor shall ensure sufficient personnel are employed to meet the hours of operations as listed in the PWS throughout the life cycle of this contract. Personnel performing shall have United States (US) top secret security clearance and comply with the education/experience requirements spelled out in the PWS. No logistical support or Technical Expert Status is provided for these services in Germany and contractors will be required to obtain necessary permits to legally work in Germany. The contractor shall meet identified response and restoral times. A draft copy of the PWS including the workload estimates is attached to this notice. The anticipated award will have a performance period of one (1) basic year plus two (2) option years. The government expects to make an award in July 2013. Interested parties are requested to submit a statement of capability. The statement of capability shall include and shall not exceed 10 pages: 1. Contractor Name a. Address b. Offeror shall identify what detailed cost elements they take into consideration for the requested service as described above. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.
