Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Acquisition, Engineering, and Integration (CAEI) Production

Naval Information Warfare Center (NIWC) Atlantic, Charleston, SC, intends to issue a request for proposals (RFP) N6523626RE073 for the procurement of Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Acquisition, Engineering, and Integration (CAEI) Production.

A virtual Pre-Solicitation Conference is scheduled to take place 22 October 2026 at 11:00am Eastern Time using Microsoft Teams. Registration for this event is required by sending an email to Adam Christopher (adam.w.christopher4.civ@us.navy.mil) and Tyler Roberts (tyler.j.roberts53.civ@us.navy.mil) with the name and email address for no more than three (3) individuals per company. All questions, comments, and/or recommendations shall be submitted to adam.w.christopher4.civ@us.navy.mil only; and the deadline for submission is Thursday, 15 October 2026 at 12:00pm Eastern. The DRAFT request for proposal (RFP) documents are forthcoming.

NIWC Atlantic requires the production and delivery of integrated C5ISR systems, networks, and support equipment in support of multiple large acquisition programs on various platforms. NIWC Atlantic’s CAEI Integrated Product Team (IPT) supports Major Defense Acquisition Programs (MDAPs) ranging from Acquisition Category (ACAT) I through IV from engineering development and production through delivery of integrated systems/equipment that provide information warfare capabilities/solutions for various Programs of Record (POR). At any given time, the contractor shall be responsible for the concurrent production of between approximately 20 and 30 integrated C5ISR systems; each in different production phases and of varying complexities. Systems will span the entire C5ISR spectrum with installations on shipboard, subsurface, land-based, and field-based systems.

The applicable NAICS code is 335999 with a size standard of 600 employees.  The Government estimate for this solicitation is approximately >$500M - $1B. The Government anticipates a single award, Indefinite Delivery, Indefinite Quantity, contract with provisions for firm-fixed price (FFP) and cost-plus-fixed-fee (CPFF) type orders.  The period of performance includes a base ordering period of 5 years and one five-year optional ordering period.  The procurement will be conducted under full and open competition.  The estimated release date for the formal RFP is Q1 FY27.
